In some cases, owners prefer to receive pricing from
“sub-trades only” or the tender is open to “invited general
contractors only.” This information is included in the
project description section of the platform to ensure the
owner receives bids from the preferred pool, therefore,
avoiding any confusion during the bidding phase.
A list of invited general contractors can also be posted
so the sub-trades know who to bid to. There is an option
in BuildWorks™ for members to add themselves
to a bidders list, but this function can be disabled if the
owner prefers to keep plan holder information private.
Posting plans and specs is also at the discretion of the
owner. If the preference is to keep tender documents
private or control who can view them, we adjust platform
settings or specify within the project description
as to how potential bidders should access the information.
For example:
• Interested bidders can be instructed to contact the
owner directly for further information or to get a
copy of the documents from a specified office in
person; or
• Bidders can obtain hard copies for viewing at the
CARM office and we will distribute from our in-house
planroom.
In order to maintain complete information on the
BuildWorks™ platform, once the tender has closed
CARM requires owners to provide a list of bidders for
the tender, the total dollar amount of each bid and
identification of the successful bidder.
CARM In-House Planroom
We host hard copies of plans and specs in a convenient
library format. Any owner can host a project in our
planroom, but only CARM members can borrow or view
documents unless, of course, it is specifically instructed
within the tender documents to go to CARM to view
or obtain project documents. The owner would then
provide copies made for specific people or allow us to
distribute to anyone requesting documents. We can
also track who views and borrows documents until the
tender closing date.

Owners may also want to take advantage of the CARM
office for purposes of receiving bids on closing date.
Bidders are instructed to submit to our office, CARM
staff will time stamp the bids, which are then kept under
lock and key until the owner picks them up.
