Post Secondary Education Tax Levy
(payroll tax) imposed on companies
with certain payroll thresholds. These
companies are working hard to retain
and employ as many of their dedicated
teams as possible.
• Temporary reduction of dividend rates
to allow shareholders to pay dividends
out of their companies to recover
Refundable Dividend Tax on Hand
funds that may be accessible when
dividends are paid. This will provide
cash for companies to continue to invest
in their business.
• Revisit the Manitoba Small Business
Venture Capital Tax Credit to ensure
red tape is minimized to encourage

private equity investing in eligible
Manitoba enterprises.
Rural Manitoba matters. Therefore,
continued stabilization of Manitoba
municipalities is important. CARM is
very much in support of the most recent
allocation of funds for the Federal Safe
Restart Agreement providing Manitoba
municipalities with over $73 million. We
need municipalities to move forward with
their capital plans as this will continue to
restore business confidence, but it does
require these municipalities to show
leadership in growth. We hope the funds
currently allocated to capital projects
are used and not delayed. If these capital
projects are delayed or removed that
means opportunity for our businesses
does not exist.
As projects are awarded and resources
are allocated through the Investing in
Canada Infrastructure Program, we are
hopeful that rural Manitoba receives its
share. We are confident that our members
would provide significant value in the areas
of focus that are intended for this program.
We have shared this message before
and it continues to remain true – we will
communicate with other associations,
government officials and the newly
created Manitoba Premier’s Economic
Opportunities Advisory Board to ensure
our members feel relevant and supported.
This board’s mandate continues to be
to help find opportunities for economic
recovery and growth, to find ways to harness
private-sector capital and investment.
We want to support these efforts by
contributing our members’ observations.
