CARM’s FREE Services for
Construction Project Owners

CARM is pleased to offer the following
services free-of-charge
for any construction-related
or road-building tenders. We
strive to meet the needs of Manitoba construction
tenderers and contractors, so
please call the office any time to request
services you may require. We are very
keen to assist.
The PlanPoint platform is a free service
to project owners. For owners, the
platform significantly decreases, if not
eliminates, the time required to field
phone calls and distribute plans and
specifications for a tender. Posting to
PlanPoint is a fast and convenient method
to find construction tenders with detailed
information and 24/7 access.

Online project listing
The project information posted on behalf of
owners comes directly from tender documents.
CARM only posts document content
and the information owners want to appear,
which is completely at their discretion.
Some key information may include
(if applicable):
• What the project is, brief description
• Where to obtain documents
• Type of tender (RFQ, RFP, etc.)
• Construction start/end dates
• Where the project is located
• Estimated value
• Where to submit bids
• Owner and/or construction manager
• Who to contact for questions
• Engineers/architects
• Site visits, if necessary
• Bonding/safety requirements
• Tender close date/time
• Addenda/notifications
In some cases, owners prefer to receive
pricing from “sub-trades only” or the
tender is open to “invited general contractors
only.” This information is included
in the project description section of the
platform to ensure the owner receives
bids from the preferred pool. Therefore,
avoiding any confusion during the bidding
phase.
A list of invited general contractors
can also be posted so the sub-trades
know who to bid to. There is an option in
PlanPoint for members to add themselves
to a bidders list.
Posting plans and specs are also at the
discretion of the owner. If the preference
is to keep tender documents private or
control who can view them, CARM will
specify within the additional details as
to how potential bidders should access
the information. For example: Interested
bidders can be instructed to contact the
owner directly for further information or
to obtain a copy of the documents from
a specified office in person or bidders
can obtain hard copies for viewing at the
CARM office and CARM will distribute
from the in-house planroom.
To maintain complete information on
the PlanPoint platform, once the tender
has closed CARM requires owners to provide
a list of bidders for the tender, the
total dollar amount of each bid and identification
of the successful bidder.

CARM hosts hard copies of plans and specs
in a convenient library format. Any owner
can host a project in the planroom, but
only CARM members can borrow or view
